BNP Secretary General Mirza Fakhrul Islam Alamgir has said that the party does not agree on two key issues - proportional representation (PR) in the upper house and the proposed constitutional reform council.
He made the remarks on Saturday while speaking at a memorial meeting for former Jatiya Press Club chairman Dr. Md. Abdul Kuddus. The event was held at the auditorium of Sher-e-Bangla Agricultural University in Dhaka.
Fakhrul said BNP had participated in every stage of the July Charter discussions and even signed it with notes of dissent on certain issues. However, he said it is not acceptable to implement everything without consensus, adding that major decisions should be taken through parliament.

He reiterated that BNP supports reforms in principle but accused other political forces, particularly Jamaat, of using the reform movement to create instability.
Expressing concern over governance and corruption, Fakhrul said that years of misrule had damaged moral values and weakened the economy, adding that irregularities, corruption, and nepotism had become widespread in state institutions.
Senior BNP leaders, including Ruhul Kabir Rizvi, also spoke at the event
