The Bangladesh Jamaat-e-Islami has unveiled a “shadow budget” worth Tk 839,505 crore for the upcoming fiscal year, projecting a deficit of Tk 173,579 crore and calling for sweeping reforms in fiscal management and governance.
The alternative budget proposal was presented on Tuesday in Dhaka by party amir Dr. Shafiqur Rahman at an event in the city’s Moghbazar area.
Dr. Rahman said the proposal reflects the interests of the country’s 180 million people rather than any political party. He questioned the credibility of the national budget process, alleging a lack of transparency, accountability and public trust in state institutions.
He also criticized the implementation pattern of the Annual Development Programme (ADP), claiming that a significant portion of development spending is rushed through in the final two months of the fiscal year, which he described as “mass plunder” rather than genuine development.
The Jamaat leader proposed aligning the fiscal year with the calendar year, arguing that Bangladesh’s current July–June cycle exposes public funds to seasonal disruptions such as floods and cyclones, particularly during the monsoon period.

He further alleged widespread political interference across institutions, including the financial and administrative sectors, and called for stronger governance standards to ensure effective budget implementation.
