New pay scale gazette issued for govt employees

Following a protracted delay, the government has formally promulgated a new pay scale for its employees, backdating the revised remuneration structure to July 1, 2026, while phasing in the full increase by July 1, 2027.
The Finance Division of the Ministry of Finance published the gazette notification on Saturday, September 19, under the title Service (Pay and Allowances) Order, 2026. Under the initial phase, running from July 1 to December 31, 2026, officials in Grade 9 and above will receive 40% of the increased basic pay, whereas employees in Grades 10 to 20 will be granted 50%. Furthermore, this additional sum will be added to the salary drawn or payable as of June 30.
Subsequently, between January 1 and June 30, 2027, the proportion will rise substantially, with Grade 9 and above officials receiving 70% of the increased basic pay and those in Grades 10 to 20 receiving 75%. Consequently, rather than introducing the full increase at once, the government has opted for an incremental approach to the new salary structure.

Ultimately, the entire 100% of the increased basic pay will take effect from July 1, 2027. Moreover, because the pay scale is deemed effective from July 1, 2026, employees will also be entitled to arrears accruing from that date, in addition to the revised salary paid according to the stipulated schedule.
