Gazette issued 96 more candidates appointing 27th BCS deprived

The Ministry of Public Administration issued a gazette notification on Wednesday (May 13), appointing the candidates following recommendations from the Bangladesh Public Service Commission (BPSC).

After winning a legal battle, 673 candidates from the 27th BCS were appointed through another notification issued by the Ministry of Public Administration on December 18 last year, nearly two decades after the examination.

The newly appointed 96 more candidates have been asked to join the designated offices under their respective cadre-controlling ministries or divisions by May 18. If no further instructions are issued by the cadre-controlling ministries or divisions, they will be deemed to have joined on that date.

The notification stated that failure to join within the stipulated time would be considered unwillingness to accept the appointment, resulting in the cancellation of the appointment.

It also said that, to preserve the seniority of the appointees, their appointment orders would be deemed effective retrospectively from the date on which the first appointment notification for their batch was issued. Their notional seniority would remain effective from the joining date mentioned in the first appointment notification of the batch. However, they would not be entitled to any arrears or financial benefits for the retrospective period.

On January 21, 2007, during the BNP-led government, the results of the first viva voce examination of the 27th BCS were published, with 3,567 candidates passing.

Later, on June 30 of the same year, during the state of emergency, the then military-backed caretaker government cancelled the results over allegations of irregularities and corruption.

The successful candidates challenged the legality of the cancellation by filing a writ petition with the High Court. On July 3, 2008, the High Court upheld the government’s decision. The petitioners later sought leave to appeal against the verdict before the Appellate Division.

On November 7 last year, the Appellate Division accepted the review petition for hearing. On August 11 last year, the Supreme Court’s Appellate Division published its full verdict directing the swift implementation of the High Court order to appoint 1,137 candidates who had been deprived in the BCS recruitment process. The government was instructed to implement the directive.
